Existing State Law

Michigan
In 1994, Michigan adopted Act 451, which set many new national precedents in regulating ORV use.

Pennsylvania
In 2001, Pennsylvania adopted Rep. Philips HB 154 requiring registration of ORVs.

Iowa
In 2000, Iowa passed ORV legislation which included some good guidelines for new ORV facilities.  This part of the Iowa code can be viewed by clicking here.

Massachusetts
HB 1909, which aims to prohibit the sale of two-stroke recreational vehicles, is currently (as of May 2003) under review by the legislature.

Minnesota
SF 850 requires the Department of Natural Resources to do a comprehensive review of all forest lands under its jurisdiction and stipulate which trails are appropriate for off-road vehicles. All lands not specifically marked as open to ORVs are off limits.
